“深系澜湄”·共商、共建、共享——2023澜湄周深圳主题活动成功举办

  425日正值中国与老挝建交62周年纪念日。当天下午,由深圳市人民政府外事办公室主办,深圳市国际交流合作基金会承办,深圳市商务局、深圳市中小企业服务局、深圳市前海管理局特别支持的“深系澜湄”·共商、共建、共享——2023澜湄周深圳主题活动暨“朗朗之声,聆听无界”老挝耳聋基因检测及助听器援助项目启动仪式在前海嘉里中心成功举办。本次活动旨在落实澜湄合作精神,助力新时期我市与澜湄五国各领域合作,推动我市更多企业、机构在澜湄五国投资兴业、开展“小而美”项目,促进民心相通,服务国家总体外交。

  April 25 marked the 62nd anniversary of the establishment of diplomatic relations between China and the Lao PDR. On the afternoon of the same day, Shenzhen-Lancang-Mekong Cooperation: Consultation, Contribution and Shared Benefits - Themed Event of 2023 Lancang-Mekong Week and the Launching Ceremony of “Hearing Crystal Sound without Obstacles” Hearing Loss Genetic Testing and Hearing Aid in Lao PDR was successfully held at the Kerry Centre in Qianhai, hosted by Shenzhen Municipal Foreign Affairs Office, organized by Shenzhen Foundation for International Exchange and Cooperation, and supported by Shenzhen Commerce Bureau, Shenzhen Small and Medium-sized Enterprises Service Bureau and the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone. The event aimed to implement the spirit of Lancang-Mekong Cooperation (LMC), promote the cooperation between Shenzhen and the five Mekong countries in various fields in the new era, and promote more enterprises and institutions in Shenzhen to invest in and develop “small but beautiful” projects in the five countries, so as to promote people-to-people exchanges and serve the overall diplomacy of the country.








  深圳市政府副秘书长姚任、香港中文大学(深圳)理事唐杰、老挝驻广州总领事馆总领事沙婉萍(Vanhpheng Saisomphou)、老挝红十字会会长佛透尼·孟巴(Phouthone Muongpak)、泰国驻广州总领事馆副总领事常佩瑶(Porpot Changyawa)及越南、柬埔寨驻广州总领事馆领事、相关机构及企业代表共约120人参加活动。活动由深圳市政府外事办公室主任曹赛先主持。

  Yao Ren, Deputy Secretary General of the Shenzhen Municipal Government, Tang Jie, Board Member of the Chinese University of Hong Kong (Shenzhen), Vanhpheng Saisomphou, Consul General of the Lao PDR Consulate General in Guangzhou, Phouthone Muongpak, President of the Lao Red Cross, Porpot Changyawa, Deputy Consul General of the Royal Thai Consulate General in Guangzhou, and consuls from Vietnamese and Cambodian Consulates General in Guangzhou attended the event. The event attracted about 120 guests and representatives from relevant organizations and enterprises. The event was hosted by Cao Sai Xian, Director General of Shenzhen Foreign Affairs Office.



  曹赛先主任谈到,澜湄合作启动七年来,六国政治互信不断增强,务实合作持续深化,人文交流日益密切,为澜湄次区域各国人民带来实实在在的福祉,也使六国之间的关系好上加好、亲上加亲,展现出光明的发展图景。她表示,深圳将充分发挥作为经济特区的资源优势,在与金边、海防、曼谷友城良好合作的基础上,全面开展高层交往、招商引资、招才引智等全领域深入合作。希望未来各行业的机构和企业进一步参与澜湄合作,为推动构建更为紧密的澜湄国家命运共同体作出新的贡献。

  Director General Cao Saixian said that in the seven years since the launch of the LMC, the six countries have been increasing their political trust, deepening their practical cooperation, and growing closer humanistic exchanges, which have brought tangible benefits to the people in the sub-region. The bonds between the six countries have become better and closer, showing promising and even brighter development prospects. She said that Shenzhen will give full play to its resource advantages as a special economic zone, and enhance exchanges with friendship cities of Phnom Penh, Haiphong and Bangkok to fully develop in-depth cooperation in all fields, including high-level exchanges, investment promotion and talent attraction. She hopes that in the future, organizations and enterprises from various sectors will further participate in the LMC and make new contributions to the building of a closer community of shared future for the Lancang-Mekong countries.



  香港中文大学(深圳)理事唐杰谈到,澜湄合作启动七年来持续高水平发展,已成为次区域合作的“金色样板”,六国共同致力于打造高质量共建“一带一路”示范区、全球发展倡议先行区、全球安全倡议实验区,建设更为紧密的澜湄国家命运共同体。深圳民间力量创新开展的“深系澜湄”项目集群,为澜湄次区域各国人民带来实实在在的福祉,不断增进与澜湄国家民心相通。

  Tang Jie, Board Member of the Chinese University of Hong Kong (Shenzhen), said that over the past seven years since its launch, the LMC has continued to develop at a higher level and has become a “golden model” of sub-regional cooperation. The six countries have been working together to build a demonstration zone for the high-quality development of the Belt and Road initiative (BRI), a pioneering zone for Global Development Initiative and an experimental zone for Global Security Initiative. The Shenzhen-Lancang-Mekong cooperation project clusters, which were mainly carried out by Shenzhen’s private sectors, have brought tangible benefits to the people and have continued to enhance people-to-people exchanges in the region.



  老挝驻广州总领事馆总领事沙婉萍谈到,七年来,澜湄国家政治互信不断深化,通过建立各类沟通协调机制,推动地区和平与稳定。近年来,澜湄国家发展面临挑战,澜湄六国需要加强交流合作、互学互鉴,推动各国高质量可持续发展。

  Vanhpheng Saisomphou, Consul General of Lao PDR in Guangzhou suggested that over the past seven years, Lancang-Mekong countries have been deepening political trust, and promoting regional peace and stability through wide-ranging communication and coordination mechanisms. In recent years, Lancang-Mekong countries face development challenges. Against this backdrop, these countries should strengthen exchanges, cooperation and mutual learning for quality and sustainable development.



  华大基因集团执行副总裁朱岩梅通过回顾华大基因集团在深圳、天津开展无创产前基因检测及新生儿遗传性耳聋基因检测项目经验,提出利用生物技术,控制和消灭疾病的愿景。她谈到,华大基因在老挝、泰国开展的地贫“筛诊疗”项目可省去患者终身数百次的输血和排铁治疗,切实减轻病患痛苦和负担。此次与老挝红十字会合作的耳聋基因检测及助听器援助项目可通过代际阻隔方式避免更多遗传性耳聋发生,更好助力耳聋防控。

  Zhu Yanmei, Executive Vice President of BGI Group shared its program experience of non-invasive prenatal genetic test in Shenzhen and hereditary deafness genetic test for newborns in Tianjin, and proposed the vision of adopting bio-technologies to control and wipe out relevant diseases. Pre-screening services for Thalassemia by BGI Group in Laos and Thailand, she added, have saved patients from hundreds of blood transfusions and iron chelation therapies in their lifetime, easing patients’ physical pain and economic burden. Hearing Loss Genetic Testing and Hearing Aid project, co-launched by Lao Red Cross, could avoid more cases of congenital deafness via inter-generational blockage and better help deafness prevention and control.



  老挝红十字会会长佛透尼·孟巴谈到,今天是深圳与湄公河国家合作的重要时刻,老挝耳聋基因检测及助听器援助项目的正式启动意义重大,将为老挝听力受损的民众带来福祉,对老挝以及湄公河国家的合作具有积极示范意义。

  Phouthone Meuangpak, President of the Lao Red Cross said that today is an important day for the cooperation between Shenzhen and Mekong countries.  It is of great significance that the project of Hearing Loss Genetic Testing and Hearing Aid in Lao PDR was launched, which will deliver benefits to hearing-impaired citizens in Laos and serve as a positive demonstration for the cooperation between Shenzhen and Laos and Mekong countries at large.


  


  在随后的圆桌论坛中,“一带一路”国际合作发展(深圳)研究院院长陶一桃,深圳大学外国语学院院长戴永红、柬埔寨(成都)商务中心主任李雨桐、中信改革发展基金会资深研究员郑刚就“新形势下深圳参与澜湄合作的机遇与挑战”展开讨论。深圳迈瑞生物医疗电子股份有限公司国际公共事务总监汪骥枥、深越联合投资有限公司副总经理陈旭、开泰银行(中国)行长王从宝、SANDISOLAR联合创始人姜露就“以务实合作推动澜湄国家高质量发展”这一话题,分享了各自的见解。

  At the subsequent round-tables, panelists discussed on “Opportunities and Challenges of Shenzhen’s Participation in the Lancang-Mekong Cooperation under the New Situation”, including Tao Yitao, President of the Belt and Road Research Institute (Shenzhen) for International Cooperation and Development, Dai Yonghong, Dean of College of International Studies, Shenzhen University, Li Yutong, Director of Cambodia Commercial Center (Chengdu), and Zheng Gang, Senior Fellow of CITIC Foundation for Reform and Development Studies. Another group of panelists shared their insights centering on “Promoting High-quality Development of Lancang-Mekong Countries through Practical Cooperation”, including Jason Wang, Global Marketing Director of Shenzhen Mindray Bio-medical Electronics Co., Ltd., Chen Xu, Vice General Manager of Shenzhen Shenyue Joint Investment Co., Ltd., Wang Congbao, President of Kasikorn Bank (China), and Jiang Lu, Co-founder of Sandisolar.



  澜湄合作于2016年正式启动,是由中国、缅甸、泰国、越南、老挝、柬埔寨六国共同发起和建设的新型次区域合作机制。深圳按照国家和省的部署要求,坚持发展为先的合作宗旨,践行互利共赢的合作理念,积极推进与澜湄五国有关城市和地区的交流合作,努力提升与金边、海防、曼谷等友城合作水平,取得丰硕合作成果。截至目前,深圳在澜湄五国共投资设立223家企业及机构,累计协议投资总额达78.5亿美元。2022年,我市对泰国进出口约151亿美元,同比增长15%;我市对柬埔寨进出口约8亿美元,同比增长32%;我市对老挝进出口约1亿美元,同比增长47%;我市对缅甸进出口约44亿美元,同比增长241%。中国·越南(深圳—海防)经济贸易合作区已入驻37家优质企业,入园企业投资总额超6亿美元,累计产值超21亿美元,已发展成为广东、深圳参与“一带一路”建设的示范工程。深圳至万象“湾区号”中老国际班列自202112月开通以来,开辟了大湾区直达东盟的陆上物流新通道。

  Launched officially in 2016, LMC is a new-type sub-regional cooperation mechanism jointly promoted by six riparian countries, including China, Myanmar, Thailand, Vietnam, Laos and Cambodia. Acting upon the national and provincial arrangements, Shenzhen remains committed to prioritizing development in cooperation of mutual benefit and win-win results. Guided by this cooperation philosophy, Shenzhen has been driving vigorously the exchanges and cooperation with relevant cities and regions of the five riparian countries, and striving to elevate its cooperation with Phnom Penh, Hai Phong, Bankok and other cities to a new level, yielding fruitful results in this regard. To date, Shenzhen has invested into the establishment of 223 enterprises and organizations, with an accumulated contracted investment of 7.85 billion USD. In 2022, the total value of the city’s import from and export to Thailand hit some 15.1 billion USD, an year-on-year increase of 15%; Shenzhen’s import from and export to Cambodia registered some 800 million USD, an annual increase of 32%; its import from and export to Laos reached some 100 million USD, rising 47% year-on-year; Shenzhen’s import from and export to Myanmar recorded around 4.4 billion USD, jumping 241% on a yearly basis. Currently, China (Shenzhen) -Vietnam (Hai Phong) Economic and Trade Cooperation Zone hosts 37 quality enterprises, with a total of over 600 million USD in investment and an accumulated production value of 2.1-plus billion USD, making it a demonstration project of Guangdong’s and Shenzhen’s engagement in the development of the BRI. Since operational in December, 2021, China (Shenzhen) - Laos (Vientiane) international freight train, named after “Greater Bay Area”, opens up a new land route for logistics linking the Guangdong-Hong Kong-Macao Greater Bay Area and ASEAN.


  “朗朗之声,聆听无界”—— 澜湄地区耳聋基因检测及助听援助项目是由深圳市国际交流合作基金会、深圳华大基因股份有限公司、余彭年慈善基金会、深圳猛犸公益基金会在澜湄合作框架下设立的精准医学技术合作项目,以老挝为试点进行免费耳聋基因检测和听力助听器补偿干预。项目计划为300位老挝万象周边遗传性耳聋患者亲属进行耳聋基因检测,提前预防和干预听力障碍的发生,同时为100位贫困听障人士进行听力检测和助听器捐赠。

  The project of “Hearing Crystal Sound without Obstacles” Hearing Loss Genetic Testing and Hearing Aid in Lao PDR is a collaboration of precise medical technology under the LMC framework between Shenzhen Foundation for International Exchange and Cooperation, Shenzhen BGI Group, Yu Panglin Charity Foundation and Shenzhen Mammoth Charity Foundation. The project is to provide free genetic testing for people with hearing loss and compensatory hearing aid intervention in Laos. The project plans to provide genetic testing for 300 patients and their relatives with hearing loss around Vientiane, to prevent and intervene in advance the occurrence of hearing impairment, and to provide hearing tests and hearing aid donations for 100 poor persons with hearing impairment.
